Like the 25C tax credit, the High-Efficiency Electric Home Rebate Act (HEEHRA) is a federal incentive introduced in the 2022 Inflation Reduction Act. Instead of tax credits, however, HEEHRA provides direct savings for income-qualified homeowners in the form of instant rebates or reimbursements. They are also stackable with other incentives and only available by working with TECH Clean California-certified and HEEHRA-trained contractors. Moderate-income homeowners, those who make less than 150% of the area median income (AMI), can receive rebates up to $4,000. Low-income homeowners earning less than 80% of the AMI , save up to $8,000.
HEEHRA is also open to owners of multifamily properties that provide homes for income-qualified residents. This includes any property in which at least 50% of units are occupied by households categorized as low or moderate income. Eligible property owners may receive up to $8,000 per heat pump, with a maximum rebate of $14,000 per unit.
On a state level, California residents can apply for energy efficiency rebates through the TECH Clean California program. Incentives include up to $1,500 for new energy-efficient HVAC system heat pumps. This program operates on a first-come, first-served basis, so it’s important to act quickly whenever funding is available. To qualify for a TECH Clean California rebate, new heat pumps must:
- Be installed by a TECH-enrolled contractor
- Meet California’s Title 24 efficiency standards
- Include an AHRI Reference Number or AHRI Certificate
- Be purchased to replace a non-heat pump HVAC system
Finally, many local and municipal utilities offer additional rebates for heat pumps and other energy-efficiency upgrades. These offers vary widely depending on your location and utility provider, but our experts can assist you in finding the appropriate incentives. Available rebates include:

- Los Angeles Water and Power: Up to $1,500
- Tri-County Regional Energy Network (3C-REN): $1,000+
- Glendale Water and Power: Up to $2,500

- Central Coast Community Energy (3CE): $2,000+
